Do you have Orders from Azshara in your quest log?
Having it can cause phasing issues, is why I ask.
I did some reading, if the Naga WQ is up he can get phased away, and it’s up right now in Zuldazar.
Seems pretty silly that they still haven’t fixed it, reminds me of the crab fishing WQ that also gets bugged out by the Naga but your case is worse.
Don’t have much of a choice but wait 16h and try again once its gone.

Should just be able to dump it and go ahead with Kua’fon. If you ever want to pick it up again, the turtle will always have it on both continents.
Oh that fixed it! Thank you so much! Ive been stuck on this for several days now. Goja actually has the daily quest showing for me now.
I’ve had the same problem and am unclear as to how you solved it. Did you drop “room to grow”? Thats the quest I’m on now and lost him on. Also, who is “the turtle”? Collector Kojo? Can I pick up the questline where I left off or do I have top start over?
I am having the same issue, Kua’Fon is missing and there are no quests available, I finished the first flight or whatever, and then nothing. I have no idea how to fix this.
