It’s not. It doesn’t even have dom sockets with it and primary stats will usually beat secondaries, so the H/15 M+ gear is just better, not to mention has more options with things like trinkets.
Also, you can’t say it’s high enough to be gated in some way and then suggest the easiest way to unlock it which would literally take less than a day of play time.
