Week 2 : These NPC are not showing up. I don’t know what’s going on and it’s a fresh copy of wow. Help!

I think maybe they don’t show up for people until they have a Dinar to spend.

Are they 100% drop?

The Dinars are from the 30 fated bosses quest, so you can’t even have one until the third week.
