I was did the “Nighthold, lord of the shadow council” quest involving killing gul’dan, but khadgar is not appearing next to the other NPC’s on the font of night, he is nowhere to be found but the question mark for the quest turn in on the mini map clearly says he should be there. I left the raid and came back in again and went back to the font of night to see if that would fix it but Khadgar still has not spawned. With Khadgar not spawning, I have no means to turn in the quest.

Sorry I have the same problem, it is the only post I see about this, did you find a solution?
It’s the end of June and I’m having the same bug. The quest shows as complete and the question mark is there, but no Khadgar. The solutions tried elsewhere haven’t worked.
