Shadowlands and BfA were bad because they didnt have Khadgar… Especially Shadowlands, why wouldnt Khadgar want to help with another world ending event like he always does.
When the writing is bad Khadgar is there to be familiar, comforting, cheesy and lame and somehow that makes it feel ok that the writing is bad, the game needs the return of Khadgar.

Hearthstone also has robot versions of heroes. And murlocs. Doesn’t mean they’re canonically that.
Its like the heroes of the storm skins. Just fun what ifs.
You’re not gonna see a mage toon use that fire dragon spell whatever thing they have and go “oh my god they’re a dragon!”

I think it’s a reach to say this is intentional, rather than just reoccurring elements from the same universe.
It’s not a spell, like a card. It’s the animation of his portrait when the game starts.

If the Wings are on fire then he is a Primalist AKA one of the Protodrakes who consumed Elemental Energies for Power.
That gives him a bigger rivalry with Deathwing even if his Human Form is prematurely aged due to having his Magic leeched by Sargeras in Medivh’s Body(of course Sargeras in Medivh’s Body would drain a Primalist Dragon till it’s disguise looks old).
Fun Fact: Dragons when killed in Human Form remain in said Human Form as shown with Saragosa so Sargeras draining Khadgar till he is an old man would infact prematurely age the Dragon as well. The fact that the Dragon got his Magic back would allow him to regain his strength yet his Lifespan might be shortened.
That’s if he is a Dragon as you suspect.
