What he probably means is that because of the 23 str (all other gear being the same), yes, many instant attacks will hit about the same or higher using EC, even with weapon speed normalization. EC used to be better than it is now prior to normalization. The proc does put Kang over the top of EC, ultimately, but they’re super close.
