Like any project sometimes they have to skip to finish a product or sometimes they’ll forget an ingredient detail to rush it to met a deadline. I think they just forgot.
Or, sadly, it was cut content. I feel like that’s what happened to playable Drakonid. That questline to liberate them and tell them they go and be whatever they want now, wherever they want just kind of ended with no real purpose. It felt like that was supposed to be out unlock for playable Drakonid and it got cut.
I don’t think the story is done with the primalist so there is hope it would be then we’ll get them.

Still waiting on this myself as well.
Primalists may reappear as trash mobs whenever we finally give Iridikron what’s coming to them.
But they were always throwaway cannon fodder to me!~

That’s the whole thing we need them to be antagonist to create problems for us even though it’s a pain to get rid of them due to the belief of immorality< everything wealth fighting for.
