Unfortunately OP… that is the correct response for many of the complaints on GD. It all comes down to difficulty and the necessity for consistency. Mythic raids and +15 and above keys are challenging enough, that they warrant the necessity of a consistent group of players like a guild. Everything below that is easily puggable. So that’s the vast majority of content that has been tailor made so that you and people like you can pug it.
The main reason that mythic raids aren’t puggable isn’t the lockout or the realm requirements… It’s the straight up challenge of it. I highly doubt anyone was pugging Mythic Mekka… And if you were, I HIGHLY doubt it was a full pug (as in 20 random strangers). It was more likely a guild with 15-19 people who were filling in the last spots. That’s not a pug… That’s a guild run.
Guilds that are in that situation in the first place… aren’t making it to M Mekka until the end of the tier. Which is when you’d be pugging it anyway.
Long story short. Challenge necessitates group consistency. The only way to remove the necessity of group consistency is to reduce the challenge. And that… That I’m not ok with.
