Ive done some testing but the patch notes say judgement gets a 100% dmg buff. Meanwhile over 100 throws for an average of ~19.5k on PTR, we have an average of 13.2k on retail. The buff is only at best a 70% dmg increase and not 100%. why is that ? (copy pasted character with exactly the same everything.)
Likely what they mean to say is that it is buffed by 100% of spellpower/attackpower. It does 190% baseline, so a little over a third when buffed.
