The XP buff made the problem worse. Do not speak about it as if it had helped. What could actually have helped is cross realm zones and dungeon groups.
Absolutely F-ing Not!!! CRZs are cancer. RDF would achieve the goal of getting people into dungeons. but CRZs are unnecessary.

Merge servers.

Back in the day poeple had a lot more time to level. Now days players have longer work hours and other committments hence why retail has so many QOL features like random dungeon finder, raid finder etc.
Players also had way less games to compete for their limited time back then.
