Having the same issue connecting to OCE. My ISP is DOCOMO based in Japan and still can’t connect. Been trying for 6 Hours.
Unfortunately this problem is ongoing and unresolved. So far Blizz has opted to simply let it fix itself rather than investigating what is happening with their OCE server connections to almost ALL Japan based ISP.
I would love to read an update from Blizz but frankly I think they’ve forgotten about us.
If using a VPN corrects the issue, then it rules out the Blizzard servers. The VPN changes your route to the server, so it means the problem is in the ISP route or on their peering partner. This is outside Blizzard’s control or responsibility, so there is unlikely to be an update regarding this.
Energy would be better spent asking the ISP to investigate why this route is malfunctioning, and bringing forth the evidence to them that a VPN corrects the issue. The ISP can at least do something about it since they hold contracts with the routing partners and you can’t communicate with those partners as a customer.
Again, please look at the thread history. Look at the data being posted for over a month. The issue is happening with ALL Japan based ISPs. I tested several and the three I used had the same issue. Also the work around is not just a VPN, tethering to a phone also allows us to connect.
While I appreciate your reply and empathy it is clear that the issue is more complicated than simply: “Go talk to your ISP; leave Blizzard alone!”.

That only strengthens the point I’m trying to convey here. Blizzard isn’t intentionally blocking an entire country from connecting to their game. Most ISPs will share a lot of the same routes leaving the country if they’re all trying to reach the same place. It’s the same in the USA. Out of curiosity, has anyone tried changing the local DNS on computer and/or modem to see if it fixes the issue?
