Yes she is. The Kul-Tiras storyline is in one part, a long, protracted redemption arc for her AND her people. Jaina brought the Emissary (that’s YOU Mr or Ms. Sisko) who literally helped pull the nation back together and saved it from it’s new big bad villains, Ashvane and Stormstrout.
