I really don’t think they have.
I think they’ve barely offered ANY healer incentive and while I don’t think that’ll fix everything and there will always be some form of queue time for dps, I think at the very least they should experiment with offering gold and “fast passes” for Queue timers (likely within a certain rating range and not eligible in the last 2 weeks of the season to prevent ladder manipulation).
