You see it as being punished, I see it as being rewarded for being part of a group in a game designed around working with others.
What the hell are you doing that requires you to be hearthing more then twice in an hour?
Because this is a MMO. MULTIPLAYER massive online game… Get with the multiplayer program.
Back in my day, guild or not, we had to wait an hour on our hearthstone. Up hill both ways in the snow. On Saturdays and Sundays.
In all seriousness, I use my hearthstone maybe twice per day. There are so many other teleports, it just isn’t as useful as it used to be.
You got 2 heartsotne one to inn and one to Dal. Also if really need to change to human they got 2 x heartstone in TWW.
Or play a mage.
And, some of my toons have a 3rd Hearth if they had to live through the Expac known as WoD. Of course you can get one now by going through the starter quests there. Something to do when you get bored during pre-patch. Again teleporting there (to your Garrison) and then out to your capital city.
Don’t you little desert varmints have a racial that effectively gives you a 2nd “hearth” location?

I did… I created my own personal Guilds for me and my Alts.
So easy to fix.

Make your own guild. Will cost you 1500 to 3000 gold for signatures.

Make your Garrison and get it to level 3. Garrison HS and major city portal in Garrison.

Do Legion intro and get a Dalaran HS.
You’ll always have a HS to use.
I was talking to the OP but Good for you for solving your problems. I wish more people would do so instead of just whining.
I should set up one of my guilds on one of my alts for public use just so guildless players can at least have the perks.
I might do that here in a bit.
If you dont have it, run over to OLD dalaran…to the Jeweler…and buy the old Dalaran hearth ring for under 10k told.
Its 30 minutes to, but you can then port to your capital city and then to any expansion.
Also, if your garrison is level three, you will have a portal just outside the wall to Ashran…then you can portal to your cap city from there…you have the 20 minute garrison hearthstone.
I mean, its not the same, but it does give a lot of portability.

I wish that would happen with a lot of problems people can solve themselves.
If you want guild benefits without a real guild, then create a guild. Get the charter. Pay some people to sign it or ask for signatures in your server forums/communities. Create the guild. Kick the signers or not. Your choice.
Then advertise your guild in the find guild system. Log in with alts. Ask to join said guild through that system. Log in with guild master, accept their invitations.

Reason I finally made the guild I am in is because of those stupid invites; of which you can block the invite but not the whispers. If I wanted to belong to a dumb guild name with misspelled words or with funky letters, but guild names matter to me.
I feel like people lose the meaning of what an MMO originally meant. Just because the game is an MMO, it really meant you were playing a game at the same time as many others in a semi-fluent world. It did not mean that you had to actually group up with people.
Prior to MMO, you played offline single player campaigns or if the program allowed you could play with 1-3 other friends through dial-up service. One of my favorite games was turned based, make your move then upload it to a server wait a day and then download the turn from the server which included everyone else turn in your game.
When the MMO craze finally started to take off, more group centric games came out and deterred people from an offline experience. Game companies now could rake in millions more dollars because they provided a monthly service to use there servers instead of just the initial game cost.
That is where 33 of my 36 characters are located. 2 are still located on my original server in a dead guild that no one has logged in since 2014 and my last character in a guild on the same server as my new main server.
You could make your own, it’s really not very difficult. And you can request invites for your alts to your guild with the guild finder function.
