Incorrect. They were introduced as an April Fool’s gag, but almost immediately became a legitimate part of the lore with Chen helping Thrall, Rexar, and Gazlowe establish Orgrimmar. From that point Chen went from a joke to a major lore character (Champion of the Horde) and he (and the Pandaren) showed up in WC books, ttrpgs, card games, and merchandise.
Again, the problem with Bards is that there’s no character like Chen, and there’s no established lore like Chen’s exploits in Durotar , wandering Pandaren Brewmasters sharing knowledge, or the lost continent of Pandaria filled with Pandarens.

maybe we can get kitty ear headbands, or actual kitty people with tails(best option), then we can form a 3 member band group to do gigs delves.

Goblins, Gnomes and now Earthen need a tech class.
Not having a playable tech class makes Goblin and Gnome racial lore nonsensical.

I’ve never been entirely sure if the devs keep dropping bards into the game as a way of seeding them into the lore in case they ever want to add them or as a running joke about how they have no intention of ever adding them.
If augmentation evokers had not apparently created so many balance problems, it would have paved to way to adding bards to flesh out the niche of support roles?

Only if you count entire races as a tinker - Gnomes, Goblins and Earthern.
Yes, WoW can easily continue taking things from other fantasy settings and make it their own.
I mean, they have bards and they have magic. It isn’t really a huge leap in logic that someone has figured out how to inject their music with magic.
So if literal dragons can translate to dragon people who cast magic like dragons is enough justify Evoker then the Kodo beast unit is a Orc beating on Drums, and the unit has been used in quests, can be used for bards.
Also while ETC from HoTs a different game he is in WoW and from the Warcraft universe. He uses literal music for his attacks.
The idea of bard in WoW isn’t as farfetched as many people want it to be.
But it is and it shouldn’t be locked to a single class. So unless it gets removed I’d get ready for it to be expanded.
If I were to take the ‘entire race is a tinker’ angle, I would just say Mechagnome and that’d be the end of it.

It dawned on me that Bard might be hinted at, has anyone seen those tmog concepts from the Delves? Totally looks like a bard… or am I thinking of a different set? Either way, one of the sets totally looks like a bard would wear it

This is my guess too, though given the overall response to Augvoker, I suspect Blizzard might be a little shy about bringing in a new support Spec.
As far as instruments go, I’d say for the Ranged DPS they’d use singing, for the Healer a lute (in the off-hand slot) and for Support, drums (in the off-hand slot).
For weapons, the Ranged DPS would have Bows, Crossbows, (maybe Guns), the Healer would have 1H Sword or Dagger and the Support would have 1H mace.
