You don’t even need heroic keys from revered to attune to kara. Those are normal dungeons and you only need to be 70 for one of them (68 if you are a druid). You don’t need heroic gear for kara either.
You can go from normal dungeons pre70 + some 5man quests to kara to raiding 25 man.
