It seems like with every time walking the balance is off. We should be doing more damage, and the bosses should have 10% less health. Maybe it’s just me but I don’t remember having the struggles at level while in heroic blues than I do with current gear.

I believe so OP. Lot of complaints from In game and threads I have seen. But, if you know mechanics you should do fine to get thru.
Yes, its overtuned. Its amazing how many of the games problems have to do with some poorly designed scaling system.
I have no issues on my 120 guardian. The problem is that they are balanced around max levels with az traits and essences not low levels.

i just think they were designed around classes being feature complete right out of the box. Instead of BFA where your class is garbage until you get perfect AZ traits and maxed out essences.
Turns out our classes are boring and crap to play without having some expansion give us borrowed power. This wasn’t a thing once upon a time. Back in BC-WoD you had classes that felt complete even without hitting the level cap. The ilvl of your gear was the only thing that mattered for progression.
I wish i could agree with that but even AZ gear gets nerfed really hard. Look at your haste/master/crit etc and you will see that they are nerfed a lot.
What I have noticed also is even gear from that expansion is scaled down a lot.
They did a change in March I think, now every TW from Cata and onwards are really overtuned, like ton harder than a m0 lol
BC and Wrath TW are fine at least
You just need to whack on your old legendaries and stuff and they’re a breeze. I think they’re tuned around everyone doing this silliness though so that’s the problem.
Guess that is why the dungeon queue times are so bad for this TW event lol. After I saw that 20 minute wait time on the little green ball, said screw it lol.
This is quite true. Felt more like Mythic 6 at least with the hits to the stats on my DK. 5% Parry down from 20% is not exactly ideal for mitigation. I was hitting cooldowns so often compared to when I was running mythics a couple days ago.
No they aren’t thats why the dmg from those sources is scaled way down. Its actually balanced around old tier and legendary items try taking them into tw and watch everything fall over flat
I didn’t think the TW dungeons were that bad tbh. I healed them as a MW monk and it was pretty easy. I even fistweaved most of it just putting out renewing mists. Only a few times did I ever do over 3k hps. No legos as well

I’m pretty sure I remember them substantially buffing TWing in early 8.3 to accommodate for the new corruptions and stuff.
The only way I feel fine in them is by stacking an ungodly amount of legendaries and broken items that scale well. They didn’t feel overtuned for me, mostly just hp sponges.
