There are multiple ways to harass people in a video game.
Direct text communication is only one of them.
Unless they’ve got hidden policies, the rules are super nebulous about what constitutes harassment.
Calling on people to mass reporting someone for having a strong stance against cheating(Gold buying) is brigading and is harassment.

probably just best to skip the quest, no chance hes actually getting people to buy those for 25g just to complete a meaningless quest in a starting area.
also you can most likely abandon the quest and reaccept it and make the mobs spawn again
To be clear up front, I don’t like this.
This is similar to the Winterspring quest that ends with killing the Chieftan. This is almost impossible to do when everybody is farming him on spawn for the firewater. The key difference though is that you have to wait for someone else to start the quest, at which point you steal their tag. Not so you can complete the quest first and move on, but indefinitely so you can profit off it.
If that’s not intentional griefing I’m not sure what is.
pvp is fair game in every system or region of eve.
