Cloth drops are low outside of hyper spawn farming overall but the actual buff to cloth drops is somewhere in the professions spec tree iirc, the textile treasures path.
No one else gets cloth drops besides tailors (and mining specialty nodes) this expac and if you dont specialize into it you wont get much.
