Hit ‘Begin’ and then ‘Submit’, then do the 1st lock. Only hit ‘Submit’ after that point, and never hit ‘Begin’ unless you fail. This was my mistake as well. Also, make sure all rats are killed, both normal rats and Catacomb Rats.
Begin > Submit > Lock 1 > Submit > Lock 2 > Submit > etc
