I was doing deadmines with a druid tank and none of my holy novas were healing the tank while they were in bear form. Everyone else received heals cept the tank. Is this a bug or intentional and if its intentional, what purpose could they possibly have for not letting bearform receive holy nova heals?
Prob a normal bug theres been a lot lately.

Was he pvp enabled ? Were you pvp enabled and not him ?
Lots of no target aoe priest stuff will not hit players that are pvp enabled, if you are not and vice versa.
Yes it is annoying.
