I don’t think so.
During the Kaldorei Empire, she held unimaginable influence over the most powerful empire Azeroth had ever seen. Yet, she never manipulated the elves into planting trees everywhere. Neither through visions nor through her son.
The World Trees are peculiar, as Azeroth evidently favors them. They wrap themselves around her cradle, and even granted her ability to bless the Dragon Aspects. Haranir likes them. None of them ever received a vision from Aldust to cut down those wretched things. Didn’t Aln’hara command them to protect their roots and all of Harandar?
Wild gods are useless but usually pretty chill guys. They don’t really do anything other than defend their territory. Idiots who start their own cults and crave power are fairly rare cases.
I think the true plan of life is to awakening Azeroth.
