Like demons and other subjects from other planes, you have to kill them in their respective plane. Zereth Mortis seems to be a grey zone with this rule. All planes have their own Zereths…we know this.
Mal didn’t die in the shadowlands…he died in the Sepulcher…in Zereth Mortis. Not Shadowlands. right?
Its not like Archimonde where it could be debated that he is dead dead or not really since he ‘dies’ after opening up the portal to suck Guldan to Azeroth (prime) so he was defeated in the nether…but died in reality. idk if he is dead dead either, tbh.
the dreadlords in the legion were so enfused with fel that they had become demons. so yes he very much is likely dead as he died on argus in the nether.

As for the OP, I suspect that Mal’ganis is still alive as a result of him dying outside of the nether, as he was one of the Dreadlords that drank the fel kool-aid and became a demon. However Blizzard has been extremely inconsistent with things like that, not just when it comes to demons. For example the Conclave of the Wind bosses from Throne of the Four Winds were killed in the Skywall but they somehow returned by the time of Legion as they are part of the shaman order hall campaign. Even though it is established that elementals killed in their respective planes (or personalized prisons in the case of Princess Theradras) are permanetly killed. If it applied to both Ragnaros and Al’Akir surely it should have applied to three minions of the former Windlord right?
My point is I would not be surprised if Blizzard just considers Mal’ganis dead for good with his defeat in SotFO’s.

There’s a Dark-Iron questline where some Dark-Irons were attempting to revive Ragnaros (after the Cataclysm & Firelands raid) — which leads to believe there’s either more than meets the eye, or what’s potentially possible with the right circumstances — oooooooor that yeah they really, REALLY dropped the ball on that
Personally, I’d like to believe its the former than the latter … again. lol

That or believing it should change because it’s “offensive” or doesn’t fit into their world views.
Which seems to be the issue many have from the recent interview which sparked controversy they had, to the extent they’re calling Holly Longdale as "the Kathleen Kennedy of Warcraft" (the lady they argue ruined Star Wars).
Whatever the case may be for the writing here & there, having some well-versed lore knowledgeable people & fact checkers couldn’t hurt — even if they do plan on making retcons, because then they’ll at least be able to do it more smoothly & coherently to the overall story and narrative being told.

It’s funny though @ when games refuse to adhere or bend the knee to other developers doing such, or the public outcry from critics, articles and very specific (yet large) groups on Reddit or BlueSky etc — and do TREMENDOUSLY successful, lol
- I remember on Reddit, when ‘MARVEL RIVALS’ came out – Plenty of those people were arguing it was “Sexist” because the female characters were attractive …
- Additionally, you also had a plethora of posts, screeching tiktok video-raging and the like of them loudly protesting it was “Racist” because they didn’t race swap the white characters, or that the PoC: Asian characters were “too pale” (which is ironic, considering the game was developed in and by China)
All to the extent handfuls argued they were banding together to boycott it for the projected protests of sexism & racism and that it would “Surely fail” — and surely enough … The game did extremely well 
So overall I think some companies & developers putting their foot down and firmly saying: “No. We’re not changing it to appeal towards your self-gratifying ego, warped perceptions or political views.” is a good thing
That goes for both towards left and right wing audiences (You get many that also argue a lot of simple things as “Woke” even when it’s pretty trivial or just a singular thing).
Ultimately, I suppose we shall see where Blizzard goes and whether or not they’ll have some level headed approaches and more primary-audience appealing logic applied to aesthetics throughout the game now and then.
The Maldraxxi reviving their Members after being killed in Bastion is why we have to Sunder their Souls and yet Danuser made it clear that what is brought back is not the same person.
Furthermore the Grimoire of the Shadowlands treats the Shades as Echoes of the Originals.
In otherwords what would have been resurrected of Ragnaros is not a conscious Soul waiting to be brought back but a Dead Soul waiting to be given enough power to become a new Soul with the original’s Memories!
Or you could see it as a Soul being rendered inoperable until you give it a jolt of power to reactivate it manually.
Elemental spirits and mortal souls, like those of the Shadowlands are fundamentally different. Spiritual, sure — but they follow a different order of how their spirits function, hence the destination of their spiritual beings and how they function. Same goes for demon souls.
Personally, I find the whole destruction of soul to be dumb and lazy.
I’d rather a Percy Jackson ordeal where they’re shattered and the energy is dispersed as loot, along with a part of their form — but fundamentally, they still exist but reform very slowly overtime or with enough power.
It’d help give massively extra incentive to the cosmic orders wanting total power too — so they can endlessly revive those of their order or that are loyal to them and shape everything to their vision.
Mal’Ganis will never die. He’s gonna wind up being the final boss of the whole game.

Yeah, the conflicts of the story design and especially character design – both in appearance and in personality / subjective traits & likewise aspects, tend to suffer a lot from the critics of The Political-Nutcases Club ® and those who have superiority complexes reflecting solely of only their own traits …
As for WoW, I don’t think it’s as bad as many people argue it is. Sure there’s unique cases, but in terms of the overall – It could be a lot worse. That’s not to say there isn’t room for improvement, sure there is, but yeah – Not as “doomed” as people argue it is. lol
There’s also conflicts with subjects of nuance too
Where someone may be fine with one thing, but unhappy with another — However, some people enragedly shoehorn such into “bigotry” reasoning or some other inflammatory accusation.
For instance, I didn’t mind Pelagos as a character, I just didn’t like the way they remade the helm of domination into the burger-king crown and propped him up to be the Arbiter … Personally, I was hoping for multiple arbiters — So never again, would there be only one sole judge (or “Soul judge” if you will) to dictate the fate of those who enter the Shadowlands.
- Additionally, you could allow for one to take leave whilst the others are able to continue — before they return to their duty.
Such a thing would’ve also allowed Pelagos to be revisited in the story more fluently and opportunistically too.
Ultimately however, having all that said – There’s a LOT of conflict and issues players have from Shadowlands lol.

Souls of “reality” (or whatever) go to Shadowlands upon death. Every other realm goes to their respective original realm unless they die in their realm where they die for real? Or maybe only true for demons? No idea.
Are new demons born? Naaru? Or are they just finite forces? As they die for real, really this time, will they eventually run out? New titans seem to supposedly come from planets in “reality” - eventually souls from reality take up positions in the Shadowlands, warlocks can end up so fel infused they’re corrupted, so maybe reality is just a giant recruiting ground for them?
Souls in the maw can be destroyed forever, but that’s more rare. So the Shadowlands just fills forever? In fairness we did do a good job depleting that place so it may not be an issue for a while.
I’m guessing new souls just “appear” in reality because if they came from life they’d die and go to life? But they go to death. Though some in Ardenweald use death as a pit stop back to reality - and they’re related to life - so there’s that tidbit too.
I don’t think he even died in Zereth Mortis. The zone you kill the Jailer in appears to be the very nexus of existence itself, with all 6 Zereths feeding into it. By the jailer, you can see the six conduits of energy that appear to connect to all Zereths. 6, not 5, so this zone connects to Zereth Mortis. I would think anything that dies in here is permadead, no matter what it is?
The Jailer died in the location where all of existence was created, the origin of everything.

He didn’t show up in Gul’Dan’s Lineup of Famous Demons at the Broken Shore, so I guess that is a yes.
I never knew Legion happened after Shadowlands.
