The Silver Hand hasn’t joined the Alliance unless the Bi(or Non)factional Paladin Order from Legion no longer exists.
The Army of the Light is totally focused on eradicating whatever is left of the Burning Legion. Neither it nor the Hand, made any appearances during BFA.
