Decline is better
Probably ruder to just ignore them completely. At least if you decline you aren’t wasting their time. Still I don’t do M+ so what do I know.
None of those apply in my groups, so no worries there.
Not really but you should decline them as soon as possible and don’t leave them hanging there the entire duration of the timer.

It’s not rude, it’s a presented in-game option that you are encouraged to use.
I usually know soon as I see someone que if I want to take them or not for whatever reason (server/IO score/class). So I decline the ones I don’t want because it would more rude to make them sit in a que for up to 5 mins when they could apply to another group that might take them. You can only apply to so many groups at one time.
Always decline. It is beyond annoying sitting in queue with five different groups, but they all have that same mindset of ‘just let it expire’. It’s time wasted.
What is rude is inviting someone and then immediately kicking them. Had that happen to me and I was extremely confused, especially when I was way over the ilvl needed for that key (it was like, a 2 and I had a 385 ilvl).
No. It saves people time when you decline them rather than ignore them.
Let them sit til you fill group / delist
When you decline me, i just assume youre prejudice against Shaman. I dont take it personally.
I see both sides of this one and I don’t have a good answer. However there are some times I get declined I’d love to put the leader on ignore because I’m like: If you’re rejecting me for this content you’re so full of fail I’d rather not risk running across you again. (A great example was an Uldir mog raid on my 390 dracthyr earlier today. Seriously dude?)
I have a pretty good toxic player radar but it fails sometimes. There is actually one person in particular I saw today who doesn’t initially ping it, and I see them pop up every so often. It takes me a moment to recognize the name then I have to stop myself with “WHOOOOPSIE not that one.”
You are running your own group - pick and choose whomever for whatever reason.
Ideally, decline. Don’t just leave them hanging.

Which would you rather:
1.) You apply to 5 groups and none accept you, but none decline you, so you either need to cancel or just sit there.
2.) Groups who don’t want you instantly decline you, allowing you to apply to other groups.
You can only apply to 5 groups, so letting them sit there means you’re preventing them from applying to another group that might actually take them.
If there is absolutely no chance you will take them, then decline. They are going to get auto-declined when you fill the group anyway, so you’re not saving them from seeing a declined message.

I understand the premise of this being just a game.
But i want that loot, so sorry sally. Dont care ur dog died, house burned and husband left you for me. Only top of the crop gets to go.
It is your group so you do you. That said, declining sounds more polite so they can apply elsewhere sooner.
I would much prefer being declined than being left hanging. You can only apply to 5 groups at a time, and it’s annoying to have to keep checking the timers and thinking “well, are they gonna invite me or not?” while looking for groups. xD

No not really.
Only rude if you do anything uncalled for like whispering them after the decline in a aggressive way.
Or just invite and kick for sike reason to be annoying
