You’re right, outdated policy that was later reversed is different from outdated policy that was later reversed.
In this case, Casinos are still illegal because someone said so in ‘04, and the fact they were then in 2009 stated to be not inherently disallowed should be ignored.
In that case, Booze is legal because although it was illegal in 1930, by 1935, 5 years later, it was made legal again. Let’s not forget about that change in policy.
You still maintain that “gambling”, the act itself, is disallowed because in 2004 it was announced that “casinos are no longer allowed”, and even knowing in 2009 they said “Casinos, in and of themselves, are not currently against our policies”, you still believe the 2004 quote is evidence of this policy?
Before we even look at that, though, Gambling is not the same as operating an in game Casino where you are the house, first of all.
