The word “cereal” refers to the dry portion of the breakfast meal you are thinking of. The cereal aisle at the grocery store contains boxes of dry food.
The milk is added, like one ladles gravy on to a slice of meat. We don’t call roast beef a soup if one ladles beef gravy on it.
Some people eat cereal dry as a snack.
So cereal is not soup.
Soup can be hot or cold, but the liquid portion of soup is cooked with the other ingredients and is not added separately at the last minute.
One could argue that a porridge made of grain and milk/water/cream all cooked together is a grain soup. A form of soup? But now we are going to get into questions like: Is rice pudding a soup. Is jello a soup? This is a slippery slope.
But typical breakfast cereal is not soup.

Subway bread is bread everywhere except Ireland where it considered a confectionary since it exceeds 2% sugar and is taxed differently.

The milk on cereal is actually sauce. Ice cream is either soup or stew, depending on if it has stuff in it.
