The real problem is that the Forsaken identity was turned on its head from inception.
Apparently they were invented to appeal to devs who wanted playable Scourge and wanted to play the bad guys.
Since both factions were good guys (actually being able to play bad guys causes a ton of problems in both game design and story), a compromise was reached with the creation of the Forsaken, a sympathetic branch of undead.
However, it seems the non-story team mostly still went ahead with the playable Scourge, creating this jarring and dissonant issue of the Forsaken being the victims of Lordaeron granted their minds back… while still blighting the land and spreading undeath and cackling about all of the exact things the Scourge did that they were defined by being traumatized by and hating. All the while being members of the heroic Horde, who for some reason looked the other way the whole time.
If anything, this recent arc is the first time the Forsaken are finally able to have a real identity. The Scourge elements of them have finally been acknowledged as a bad thing that neither they nor the Horde should ever have endorsed, and they’ve been excised.
The question is what will happen when the dust is settled. I think the biggest risk is that they continue to be inexplicably evil, and it gets ignored even more because the story will say “well they got rid of the bad parts, so whatever is left can’t possibly be evil.”
