The NPC for the quest “Look Mom, No Wings” is not there. The same applies to the NPC for the quest “Storm’s Fury”, both from Ligion
I remember a lot of bugs like this when I took my evoker through Legion content.
Some times, but only some times, logging out at the location of the missing npc, then logging back in will solve the issue.
Another thing that some times worked, again, only some times, was (when possible) to fly far enough away for the subzone name on the minimap to change, then come right back.
Other times, I had to drop the quest and start it again, some times more than once.
Nat Pagle is notorious for taking a ridiculously long time to show up with the Underlight Angler quest. On at least 5 of my alts it was a week or more before he decided to show his face.
