Internal error when loading talent tree

This is an issue affecting all shamans since 11.0. See this thread in bug reports:

"Failed to import loadout"

Cannot import any talent loadouts since the patch. I’ve gone through and built new loadouts after the changes, but they do not work on alts. Since I’m absolutely NOT going to apply talents manually, this makes all of my alts complete unplayable. This is 100% game breaking and needs an immediate fix. EDIT: This only seems to be affecting shamans.
