The RAID1 WinMTR results show packet loss starting at your router as well, which continues throughout that entire result.

That would be something to keep an eye on as well. Might be an intermittent problem with your router. But if you were experiencing the issue while all of those tests were running, then it’s much more likely to be the bvu hop, because none of the other results show packet loss at your router.
You will need to call your ISP’s customer service number. When you are connected with the first person, ask politely to be connected with a level 2 or level 3 technician. The initial person will have no knowledge of how to interpret something like a WinMTR result. If you tell them you’re having packet loss, or connection issues, they will run some very basic tests, and tell you there’s nothing wrong on their end, and for you to contact Blizzard.
While they’re technically correct in that the problem isn’t on their end, it’s them - and only them - who can reach out to bvu to alert them to the issue that’s going on on your behalf. The level 2 or 3 techs will know and understand what’s going on and who to contact. When contacting them, it would be very helpful if you had those WinMTR results handy.
