Honestly… giving Tauren some update where they can have actual hairstyles beyond just bangs, would be okay in my book. The more customization options we have, the better. Even if its just this one specific head-model that gets to have the hairstyles.
Hell no. Looks like an obnoxious dreamworks character.

Blizzard’s obsession with making silhouettes “unique” over making every race as appealing as possible is what left the Horde in a state of "Oops! All Lumpy Hunchbacks! (minus the female trolls for… some reason) " and why Blood Elves completely and utterly dominated the Horde population for a long, long, long time.
In the end, while “unique” is fun and interesting, “classical beauty” wins out. But not even, “beauty” just “upright functionality” - in the case of the Horde, this means characters who, to quote General Nazgrim, stand tall and proud. Not collapsing under the weight of their own shoulders. “Terrible, lethargic posture” shouldn’t have been made a part of the fundamental essence of the Horde, and to this day it still plagues too many of the races. At least the Orcs got fixed after way the hell too long, but other races like the Forsaken are all still slouchy galumphing troglodytes.
The hunched silhouette also makes janky animations and ruined transmogs.
The “unique” silhouette is ALSO a really bad argument for not fixing hunches if they are still thinking that way. Male blood elves, void elves and dracthyr all look the same.
That defense no longer works either since Void Elves and Blood Elves use the same model but with different textures (less so after the Shadowlands patch that allowed Void Elves to use fairer, non-purple skin tones).
Basically he picked the Tauren appearance with the most ridiculous nostrils as a comparison. I don’t like that fan edit at all.

Hello friend! 
I currently like the art look of WOW. However I do agree on cleaning up the faces a little and to add more customization options for accessory colors, scars, jewelry and so on. 
That Tauren looks like an Orc Tauren. Torc?
I do like the fan edit personally. I’ve never much liked the extreme hunched neck the current Tauren models have; it’s like their head is in the center of their chest.

Tauren are actually Minotaur who are man eating monsters possessing a man’s body and the head of a bull. Pasiphae, daughter of Helios and wife of King Minos, gave birth to Asterion the Minotaur as punishment from Poseidon for concocting potions to stop her unfaithful husband from committing adultery. King Minos placed the Minotaur in a labyrinth created by Daedalus (father of Icarus) because of it’s monstrous form. Daedalus escaped King Minos and the Minotaur was provided offerings of youths and maidens to eat until it was killed by the Athenian hero Theseus.
So if you ask me, Taurens should look more terrifying than human.

Eyebrow options for all races should be a thing.
Hiding the weird, jagged teeth of the tauren goes a long way, too. The animation rig already allows for it, as a lot of expressions cause the grimace to go away.

Tauren are not minotaurs- as you stated, minotaurs are giant cannibal men with the heads of bulls. Tauren are bipedal cattle people, including tail, hoofs, etc.
