Insanity Spending

Continuing the discussion from Feedback: Priests:
I don’t know how other people feel about this, but as a M+ and PvP player mostly I would love to see the return of Psychic Horror having a cost/benefit relationship with our resources. Since orbs are no longer here, a mechanic like “Psychic Horror Cost: 0-50 insanity, per 5 insanity spent, reduce its cooldown by 2 seconds”. Also, as a pvp talent, maybe add back the disarm?
