Pretty sure there’s something about him getting “intel” from SI:7 that points to Sylvanas doing shady business that does not involve fighting off the Legion.
Aaaand the Alliance also believed the Horde ditched them to die in the Broken Shore, too. He even yells “For Varian” when swiping at Sylvanas.
And although he doesn’t seem to actively want the head of every single Hordie, his little dialogue with Shaw points to him being less than neutral towards them.
