This might be an unpopular opinion, but I don’t think flying should be available until a few months before the next expac, after the current expac has ended.
But you should only need Lore Master (finish all the quests) and a bit of gold.
Yes flying is convenient, but it sort of takes away from the experience

Of playing in a vast open world, flying makes the world feel a lot smaller and makes content a little too convenient.
But there should always be flying in old content.
I disagree. Especially when they design the world with flight in mind like they did in previous expansions. I think MoP handled flight the best. In the leveling zones you can fly because you’ve experienced the story and in max level zones like Thunder and Timeless Isle, no flight.
Also we’ve had zones like Stormpeaks and Deepholm that added a depth of exploration to it because the zones were designed with flight. Things like unreachable places without flying, the well known Timelost Protodrake, Aeonaxx and other rares as well.
I think a fair compromise would be for the game to launch with all the regular zones and add one in for max level players that they can’t access until they can fly. Once they complete pathfinder, they have access to flying and to the new zone, reps, and whatever rares are in that zone. After that, have all the newer zones or Islands be ground only again.

No, it doesn’t make the world feel smaller, it makes it feel more accessible. Have you seen the views from flying? You can’t see that from the ground. If you want to feel like you’re in a bigger world, then don’t fly. And I’m sorry, but the whole point of playing and progressing through the world is to make the game more “convenient”, by leveling up, by gearing up, by making your char as powerful as you can make it, you are making the game more “convenient”.
