Sure, other than the Nuclear/Radiological Incident Annex to the National Response Framework activating the coordinated response plans and resources of FEMA, the Nuclear Incident Response Team, the National Guard, the Department of Defense, the Department of Energy, the Department of Homeland Security, the Department of State, the Environmental Protection Agency, the Nuclear Regulatory Commission, the Department of Transportation, the Department of the Interior, the Department of Justice, the Department of Health and Human Services, the Department of Labor, the Department of Agriculture, the Department of Commerce, the National Aeronautics and Space Administration, and every related and relevant federal, state, and local agency.
An all-out war? No one has resources to deal with that. A city is a different story.

Not really. Depending on the city. There is no way to reach or help those caught in the ruin. There would no help coming for days and that would be limited, there would be not be enough hospitals to take care of all the patients that managed to survive and cancer would kill lots of them over time as well. We are not as safe as the government would like you to think.

If I was trapped in a city, I would rally the survivors and keep their spirits up by telling them that Lilafen was coming to save us.
