Yes, the big ticket item for garrisons was the mission table. Players figured out how to make loads of gold from it and were able to spam the heck out of it, so Blizz had to go in and nerf it.
Garrisons were also a per character thing, not an account wide thing. I don’t remember what the cap for characters was per license in WoD, but players could have a whole lot of garrisons to cycle through each day. So if you weren’t cheesing the mission table then yes you could just get herbs/ore, swap to another garrison, get herbs/ore, repeat for however many characters you had leveled.
It’s one of the reasons I get so annoyed when garrisons come up because we can’t just have 50 houses like we could garrisons and warbands weren’t a thing back then, so even if we eventually have 10 houses they could make any system limited by warband, not per house.
WoD also had very little going on “out in the world” until the last patch (subjective, but I stand by it), which was when pathfinder came out and we had to hunt for treasures and promise our firstborn to unlock flying.
It’s really like comparing apple to oranges.
Edit: oh and garrisons of course had the infamous AH building, so yes you could sell whatever ore/herbs you gathered without having to leave the instance. That part I always thought was silly, but I don’t think the quest hubs even had an AH? So it was supposed to be a convenience thing or we would have to go back to SW/Org/other vanilla capitals I think. I never used the AH in WoD so I can’t remember. Anyway thought I’d add it for the full picture.
