Absolutely not. Most people don’t want their favorite specs radically overhauled for the sake of making their choice of class not matter. The devs tried reworking specs in Legion, and it was extremely hit or miss, especially concerning Survival, Outlaw, and Shadow.
Fel does not heal. It corrupts everything and drains life. Having a wound sealed by a fel-based healer would probably give you a side effect even worse than the injury itself.
When people say there should be a warrior healing spec that screams their allies back to health, they generally don’t mean it seriously.
As for the rest, I doubt the average player wants to wake up to the announcement that the specs they like now will be reworked to serve completely different roles and have their old roles given to new specs, or is thinking “I sure wish my perfectly functioning DPS spec was a debuffer that did mediocre damage on its own.”
