A queue system would be the exact same as the custom LFG system is now - thousands of dps and a handful of tanks and healers. The only difference is the queue system doesn’t allow you to customize your party, so I hope you can enjoy getting two monks and three rogues when you really wanted to time the next key after waiting for three hours.

With the new reward system that’s coming out, going forward I don’t think most players would worry about timing anymore. If that’s the case, those groups can still be put together manually and use the summoning stone.

And you also just contradicted yourself. If you don’t time the key, how do you qualify for the next level?
Players can only queue for keys they are eligible for based off their previous key.

Because it further splits people and creates issues just like shuffle did.
Queued M+ would be a bad idea.
Because no one would have control over what the party gets in terms of composition. It might be rare, but what happens when you get put into a group without any brez or lust? What if you get into a group for Grim Batol and have no decurse?
Most of all, if people get thrown into queued M+ groups that don’t work out, Blizzard will take the heat for it not working out. People will demand that Blizzard do something to make M+ as easy as heroics because it’s not manageable with a randomly queued group.
It might be a little thing, but that small barrier to entry that is just showing up filters out a lot of people who otherwise will not be able to handle M+ for whatever reason. If people can just queue no problem, there’s lower barrier to entry, but there’s also a lot more failed groups and a lot more unhappy players.
Perhaps Blizzard could do more to make M+ feel less intimidating than it can be from an outside perspective. But the reality is, it’s not that bad in and of itself. Whatever issues that are extant are because of issues with affixes or class parity that need to be ironed out. It doesn’t need a queue.

LFD and LFR are both designed around the simple fact that players should be able to complete all of their LFDs/LFRs. That’s how it is designed.
M+ is built around presenting players with actual challenge that can threaten players to the degree in which one both can and will fail some runs.
So no, one cannot implement a “queue system like heroics and lfr.” If players cannot overcome the most barebone minimum requirement of “Make/Join a group”, then that player is not in a position where they should be doing organized group content at all.
