Currently anyone in the raid can disable the buff in ICC for everyone regardless of if they have assist or raid lead, if it could be limited to people with assist or the raid leader it could prevent a lot of griefing or someone turning it off by accident.
You can get the buff back by resetting the instance but im not sure if this works after the 1st boss is dead and takes time to get everyone to zone out

You can turn it back on at the NPC who turns it off.
I dont think thats true, he just says the choice has been made and gives no option

it was a bigger problem on yogg+0 prog back in the day - as calling a keeper down could not be undone.
