When abilities or procs do exceptional damage (10.0.7 Ret) no one is concerned with smaller procs not feeling meaningful, because both Burst and Sustained is exceptional. Changing a proc chance that provides a proc that isnt there most of the time to one that is there often is an improvement, like hoping for a big crit and actually getting it often, if the damage the proc provides is meaningful. If the proc when it happens is REQUIRED to have ok damage finally, then the spec has other tuning issues also.
