Because for some reason Blizz wants to wait for just the right time in the story to let you be a druid.
That or they are too lazy and or cheap to make the shape shifting form assets that they should have made in Dragonflight because spending a third of the xpac in the ED was already the perfect place in the story to add Druids for everyone.

Worgen are human. Why does it matter if they turn into dogs, you can change your form.

A human born of Gilneas can also be a druid.

With their calm the beast racial, or whatever it’s called, you can be a worgen druid and almost never see worgen form. Well, except for resto druids. You leave combat, come out of cat or bear form, boom, regular human.
Getting bitten by a worgen helps.

Blizzard only has enough resources to work on stuff they can market. So if it’s not something worth putting into a commercial, they won’t allocate resources to it.
What goes into commercials and stage presentations: new raid, new BG, new dungeon, new game mode.
Eat more Krispy Kreme. It unlocks the power of druid. Or join the worgens :3

They are maintaining the last semblance of lore. SW humans just aren’t in touch with nature or the elements. Their culture surrounds the light and the arcane.
That’s not to say there aren’t currently race/class combinations that make no sense, but for the most part there is still a trend based on a race’s culture.
Or, you know, just self identify as a druid. That works too.

Yeah, dragonflight would have been the perfect expansion to introduce both Druids and Shaman to all the races, but unfortunately it didn’t happen.

What this game needs is panda druids and dracthyr druids.
Human druids are Kul’Tiran.
the people of Moonglade don’t like your kind it seems. Not yet anyhow. Maybe someday
