They don’t want to spend money coding everthing that involves doing so, when the expansion can be a failure once again.
They already have 2 failed expansions. This time around, they will probably wait until everyone reacts (not just beta testers) to the overall expansion before adding cool stuff.
They can use new classes for Dracthyr as a feature for a future expansion if this one fails.
