Sure and that probably is what we will see. If there is any new lore that involves the shadowlands they will likely have it involve the Kyrian who are he only ones who can fly through he barrier or some other factor which would be the basis for a new multi realm expansion.
That being said, players will probably still be able to access SL as they do now and Chromie will probably be able to level new players there.
