My sentiments exactly. When I was thinking of potential iterations, I wanted it to either give movement speed to the raid or work sorta similar to the Stormlash Totem from MoP that Shamans had. Giving party members bonus lightning damage added to their attacks or even specifically their melee attacks. What we received is frankly boring or even lazy.
