Every single time I try to buy a cloak from the trading post I get a server not responding error and to try later. I’ve tried for the entire month… what is going on here? Is this a known issue? How do I get the cloak?
Strange.
Have you tried a full UI reset? It’s reversible. Close the client completely then just move WTF and Interface elsewhere temporarily. Delete Cache.

I’d also suggest a full, proper, reset UI first. If that doesn’t help, I’d post this in bugs.
I’ve not heard of this being a widespread issue.

So following up on this I did reset my UI, but I still could not buy the cloak
I hadn’t tried to buy anything else since nothing was interesting me, today I tried to buy the two torch offhands and they went through just fine.
So it’s just the cloaks that can’t be bought??
I am only speculating, but I doubt it’s really specific to cloaks, probably just more of a random bug. There was one night when I was getting that message for everything I tried to buy, and saw a few reports of same here, but the next day was Tuesday and all was well after reset.
Bug reports are encouraged so that the QA folks have data instead of having to speculate like I do.
