You can get them as a pet if you do the secret chest pet thing in the isle of dorn. Every time you summon one of the turtles, the scar changed to one of the 4 colors.
Also, if you explore the sewers, sometimes you find the 4 turtles and their master rat fighting against another clan or rats. Making references to the foot clan.

I’m quite certain the guy is asking for Splinter not the Shredder.
Splinter is the Dalaran Sewer Rat as he and his Turtle Sons are first found in Isle of Dorn by us, head off to Dornagol and then are claimed by April the Goblin who takes them to Undermine joined by some nameless Male Goblin.
Gazlowe’s base of operations in Bilgewater Flats has a Sewer Entrance next to it where the Dalaran Sewer Rat’s archenemy the Slicer is found with his Red-Foot Rats.
