Like during WotLK Arthas pops up multiple times and lets be honest could of probably killed us himself at any point if he really wanted to but he was testing us the whole time.

Yes. He “wanted” to turn the whole world into undead to unite the planet against external forces. Didnt we learn that great lore in Shadowlands?
