I can’t say as I found it to be this way personally… I remember a few times seeing three level 30-somethings questing in Hillsbrad. I was level 60 as a rogue, but not particularly geared, and I could not kill all three of them. It was like during those big world PvP moments when big groups of Horde (Of all levels) would attack Duskwood… So many small hordelings!
A friend and I leveling at around 48-52 together never feared one level 60, and could likely even kill one and hurt the other in 2v2. In TBC however we had to be very careful, it seemed like the stat scaling from itemization started to get very steep…
Mind you, all that went sideways depending on the class and gear of the people we would come across! But average player vs average player didn’t seem too bad.

The biggest reason why PVP and PVP rewards are not available at launch is because of progression. Some of the PVP rewards like unstoppable force is better then dungeon weapons. So it would decrease the need to farm those beginning dungeons which hurts other classes. Item progression is key in vanilla and having everything available like PVP at launch would hurt it.
You can just release AV later on its own to stop that, I agree the reputation rewards from Battlegrounds are OP compared to early content.
I’d love to see the PvP system and Battlegrounds released as early as possible and add reputation rewards later on if need be. If the PvP rewards are in their pre-buffed state than they don’t overshadow raid loot whatsoever, I think it’s fine.
I could agree with pvp rewards in general later but i don’t believe they will be in pre buffed state as we are starting in 1.12
