Also, it’s normal for a level 52 to have higher % than a level 60 for the same or lesser ratings, that’s literally how this has worked since TBC pre-patch.

The starting point is just as relevant as the end point. if you can gear to a higher scaled point by just being at 52 in quest gear, then its easier than hitting 60 and being down in power comparatively. So for the purpose of mage tower, a level 50 wearing even lower level gear than a comparative 60 will not have identital stats, and a level 50 will have a far easier time.

This is completely wrong. Item budgets are normalized, when downscaled to ilvl 50, a higher ilvl item with more stats won’t magically have more anymore. It’ll have the same stats as another ilvl 50 item :
Your percentages are being calculated from your current scaled level, 45. So a level 60 or 52 changes nothing, since the calculation is based on the level 45 ratio, and on the total rating points, which scaled are identical regardless of the starting point of the item.
